    This is the "Concept Changed" report so it's reporting at the level of the concept.    Adding a new description is a change to the concept.    You're coming at this from the point of view of individual components and so the Summary Component Stats maybe splits it out better into New, Changed, Inactivated, Reactivated for each component type

    Will ask Joe to run Summary Component Stats too for each MS release...
