240 inactivated records added, as expected as confirmed by Donna via email at 20:35 on 20 Aug 2020due to various additional work being done (23 records added as a result of a request from the Netherlands in https://docs.google.com/spreadsheets/d/1CtNOWw_Vi1ijKHeffeiKt_KKW3jArSmYw2aKBv_K6PY/edit#gid=0 + 11 records added due to inactivations noted by Rick https://docs.google.com/spreadsheets/d/19jByGkNoNFi67ynvDL46wtYxphedsVjMh7sV9n1kt6k/edit#gid=1367777342) on top of the usual changes in the October 2019 - April 2020 months (inclusive) in the spreadsheet:

RICK confirmed that the reason that the inactivation totals from the spreadsheets don't quite match up with the Delta file records is because many of the records set for inactivation in the sheets had actually already been inactivated in the 20200131 release!
