UUID's updated for all new/updated records, BUT shouldn't have been, as content is NOT new in published International Edition! (and these are impacting International Content only within the US Edition) On investigation the US Edition was picking up the difference in UUID's between the original and updated Member releases, and so this is expected behaviour.
I therefore proved that the UUID's weren't getting randomly replaced by running another clean US build after Version 2, and comparing it to ensure no UUID (or any other) changes - see attached comparison results for confirmation: COMPARISON RESULTS (September2017AlphaVersion2 vs September2017AlphaVersion3).txt
