Additional Notes

This is an expedited update for the July 2018 SNOMED CT release to implement the use of Property Chains in classification Normal Form calculations. It also brings forward a technical architecture change to use S3 for release file and classification file storage (originally scheduled for deployment with AP 2.9.1).
