This is an expedited emergency hot-fix release to correct a scenario related to inactivation in which the system may delete a published component. This hot-fix also rolls up the AP 2.8.2 MS Norway dialect hot-fix to synchronise Drools Rules for International (no impact of MS dialect changes to International rules).
